Haryana Assembly Winter Session: Opposition Targets Saini Govt on Ration Cards, Roads, Crop Loss; CM Counters with Data

Chandigarh: The second day of the Haryana Vidhan Sabha’s winter session on Friday evening witnessed sharp exchanges during Question Hour, with the Opposition targeting the Nayab Singh Saini government on alleged irregularities in ration cards, road infrastructure bottlenecks, crop loss compensation and insurance payouts. The treasury benches hit back with official figures, rejecting charges of misgovernance.

Ration Cards: ‘Vote Theft’ Charge Rebuffed

Raising the issue of Below Poverty Line (BPL) ration cards, Rohtak MLA BB Batra accused the government of issuing fake cards ahead of elections to lure voters and cancelling them later, calling it “vote theft”.

Chief Minister Nayab Singh Saini rejected the allegation, stating that the government had followed a transparent, self-declaration process. He pointed out that while earlier governments had capped eligibility at an annual income of ₹1.20 lakh, the present government raised it to ₹1.80 lakh, expanding coverage.

Saini said he had already informed the House that verification would be conducted post-elections and that ineligible beneficiaries would be removed. “How can this be termed a scam?” he asked, adding that claims of cancellation of eight lakh cards were misleading, as the total number of ration cards in 2022 itself exceeded 30 lakh.

In a written reply, Minister of State for Food, Civil Supplies and Consumer Affairs Rajesh Nagar informed the House that under the National Food Security Act, 2013, Haryana has issued 37,67,264 Priority Household (BPL) cards and 3,01,770 Antyodaya Anna Yojana cards, taking the total to 40,68,964. Families with an annual income of up to ₹1.80 lakh remain eligible.

Road Congestion and Bypass Delays

Congress MLA Geeta Bhukkal from Jhajjar flagged traffic congestion caused by heavy truck movement and delays in bypass construction. Responding, Saini said the extensive road strengthening carried out over the past 11 years had unsettled the Opposition.

He cited ongoing projects, including a greenfield expressway from Jhajjar to Chhuchhakwas, asserting that the present government believed in delivery, not announcements.

Crop Damage Compensation

Seeking district-wise details of compensation for crop losses due to heavy rainfall, Nuh MLA Aftab Ahmed was told by Revenue and Disaster Management Minister Vipul Goel that damage was confined to the Kharif 2025 season.

Goel said the e-Kshatipurti portal was launched on August 14, 2025, and and was later extended to all villages until September 15. Following verification, ₹116.16 crore was released on December 10 to cover crop damage across 1,20,380 acres.

Pending Insurance Claims under PMFBY

INLD MLA Aditya Devi Lal raised delays in insurance payouts under the Pradhan Mantri Fasal Bima Yojana (PMFBY). Agriculture and Farmers Welfare Minister Shyam Singh Rana informed the House that ₹11,621.898 lakh remains outstanding for the 2022-23, 2023-24 and 2024-25 seasons. He said ₹22.144 lakh is pending due to technical issues, including NEFT rejections, closed bank accounts, and the deaths of insured farmers. A further ₹8,552.174 lakh is pending with Kshema General Insurance Company over disputes related to crop-cutting experiments for Rabi 2023-24, while ₹3,047.58 lakh is pending with Agriculture Insurance Company for Kharif 2024-25.
