Punjab Govt offers major stamp duty relief for cooperative society property buyers

Chandigarh: The Punjab Government has announced significant relief in stamp duty for subsequent purchasers of properties allotted by housing cooperative societies and other cooperative societies registered under the Punjab Cooperative Societies Act, 1961.

According to a notification issued on January 12, 2026, allottees or buyers who complete property registration up to January 31, 2026, will be required to pay only 1 per cent stamp duty, as against the earlier 8 per cent. Registrations carried out between February 1 and February 28, 2026, will attract 2 per cent stamp duty, while those completed between March 1 and March 31, 2026, will be charged 3 per cent. Registrations done after March 31, 2026, will attract the whole stamp duty as per existing rules.

Apart from the stamp duty concession, property owners have been granted complete exemption from SIC, PIDB and SIDF charges. However, a 1 per cent registration fee will continue to apply. Real estate developer and Mohali MLA Kulwant Singh said there are around 24–25 cooperative societies in Mohali, and an estimated 5,000-7,000 families living in these societies are expected to benefit from the decision.

He further assured that he would take up the issue with the government to ensure that buyers who purchase stamp papers and submit documents to the Sub-Registrar by January 31, 2026, but face delays in registration due to unavoidable circumstances, continue to avail of the 1 per cent concessional rate.

Singh added that if housing cooperative societies delay the issuance of mandatory documents such as NDCs or NOCs, thereby hindering timely registration, the Punjab Cooperation Department would appoint Special Registrars at its own level to facilitate and expedite the registration process.
