Centre Approves ₹33,660-Crore BHAVYA Scheme to Develop 100 Industrial Parks

New Delhi: The Union Cabinet on Wednesday approved the Bharat Audyogik Vikas Yojna (BHAVYA), a ₹33,660-crore initiative aimed at developing 100 plug-and-play industrial parks across the country to boost manufacturing and employment.

The decision was taken at a Cabinet meeting chaired by Prime Minister Narendra Modi.

According to the government, the scheme is expected to create around 15 lakh direct jobs while strengthening India’s industrial infrastructure and supporting the expansion of the manufacturing sector.

Industrial Parks to Be Developed Nationwide

Under the scheme, industrial parks ranging from 100 to 1,000 acres will be developed across states and Union Territories. The government will provide financial support of up to ₹1 crore per acre for the construction of core infrastructure within these parks. This will include facilities such as internal roads, underground utilities, drainage systems, common treatment facilities, information and communication technology (ICT) networks, and administrative infrastructure.

The financial support will also cover value-added infrastructure, including ready-built factory sheds, built-to-suit manufacturing units, testing laboratories and warehousing facilities.

In addition, social infrastructure such as worker housing and other support amenities will be developed within the parks.

Support for External Infrastructure

The Centre will also assist with external infrastructure, covering up to 25 per cent of the project cost to ensure connectivity of the industrial parks with transport and logistics networks.

Project Selection Through Competitive Process

Officials said the projects will be selected through a challenge-based approach, under which only investment-ready and reform-oriented proposals will be approved. The scheme will be implemented in partnership with state governments and private sector players.

Built on Industrial Corridor Model

BHAVYA has been designed drawing on the experience of industrial smart cities developed under the National Industrial Corridor Development Programme. The government said the initiative aims to unlock manufacturing potential, attract investments and support India’s long-term economic growth.

Beneficiaries

The primary beneficiaries of the scheme are expected to include manufacturing companies, MSMEs, startups and global investors seeking ready-to-use industrial infrastructure. Indirectly, the scheme is also expected to benefit workers, logistics providers, service sector enterprises, and local communities by generating large-scale employment and economic activity across manufacturing, logistics, and services.
