Haryana Govt Amends Online Transfer Policy; Special Relief for Couple Cases

Chandigarh: The Haryana Government has notified a key amendment to the Model Online Transfer Policy, 2025, introducing revised provisions for “Couple Case” employees. The notification, issued by Chief Secretary Anurag Rastogi, aims to provide greater convenience and family stability to government employees whose spouses are also in government service.

Eligibility Expanded for Couple Case Points

According to the amended rules, an employee will now be eligible for merit points under the Couple Case category if their spouse is serving as a regular employee in:

  • Any Department or Organisation of the Haryana Government,

  • Any other State Government,

  • The Government of India is posted in Haryana, Delhi, or Chandigarh.

This widens the scope of eligibility and benefits a larger number of government families working across interlinked state and central institutions.

Up to 5 Merit Points to Be Awarded

Under the revised system, eligible employees may receive up to 5 merit points to support their case during the online transfer process. These points can significantly influence posting preference, giving priority to employees who seek proximity to their spouse.

Merit Points Applicable to Only One Spouse

The notification clarifies that the merit points will be awarded to only one spouse within a couple if both are serving under the Haryana Government. This aims to prevent duplicate benefits while ensuring the couple’s overall needs are met.

Reform Aimed at Promoting Family Stability

Officials stated that the amendment is part of the government’s ongoing reforms to make transfers more transparent, humane, and employee-friendly. Providing relief under the Couple Case Category is expected to help thousands of employees maintain family cohesion and reduce the stress associated with distant postings.
