Chandigarh: The wife of late IPS officer Y. Puran Kumar, Amneet P. Kumar, has submitted a detailed and urgent complaint to Haryana Chief Minister Nayab Saini, demanding swift action and accountability in connection with her husband’s alleged suicide.
During a meeting with the Chief Minister, the grieving family made it clear that they would not consent to the post-mortem or perform the last rites of the senior police officer until an FIR is registered against those named in his nine-page suicide note and the accompanying complaint. The family also conveyed that they were awaiting the arrival of their elder daughter from the USA, and no cremation would take place until both the FIR is filed and she returns.
In her letter, Amneet Kumar, a 2001-batch IAS officer currently serving as Commissioner and Secretary in Haryana’s Department of Foreign Cooperation, expressed deep anguish over what she called an “institutional injustice.” She described her husband as a decorated police officer, recipient of the President’s Medal for Meritorious Service, and a symbol of honesty and empowerment for the Scheduled Caste community. “His death is not just a personal loss but a blow to thousands who saw in him the face of justice and self-respect,” Amneet wrote, urging the government to act decisively to uphold faith in the rule of law.
The complaint highlights that despite the presence of a clear suicide note and a formal complaint naming individuals allegedly responsible for creating a hostile work environment, harassment, and mental torture, no FIR had been registered even 48 hours after the incident.
Amneet pointed out that the failure to act persists despite cognizable offences being disclosed under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, which mandates immediate registration of a case.
The letter further alleges that no inquiry has been initiated against the senior police and administrative officials named in the note. The family expressed apprehension that the accused could attempt to tamper with evidence or malign them further for speaking up.
Amneet underscored that the matter transcends one officer’s death, calling it a test case for justice, equality, and public faith in the system. She appealed to the Chief Minister to ensure that her husband’s legacy is honoured through decisive action and accountability. She put her demands before CM is immediate FIR registration against all individuals named in the suicide note and complaint, treating it as a dying declaration and crucial evidence. Suspension and arrest of the accused to prevent interference or manipulation of evidence. Permanent security cover for the bereaved family, particularly the two daughters, in view of ongoing distress and threats and protection of the family’s rights and dignity, ensuring they are shielded from further harassment or pressure by those responsible.
