National Commission for SC Take Suo Motu Cognisance of the Suicide of IPS Y Puran Kumar

Chandigarh: The National Commission for Scheduled Castes (NCSC) on Thursday took suo motu cognisance of the death by suicide of Haryana-cadre IPS officer Y Puran Kumar, directing the Chandigarh Chief Secretary and DGP to submit a detailed action taken report within seven days.

Invoking its constitutional powers under Article 338, the Commission said it would “investigate/inquire into the matter”, treating it as a case involving possible caste-based harassment and systemic discrimination.

The NCSC notice seeks comprehensive details, including the names of the accused, FIR number, date and sections invoked, status of arrests, and any compensation provided to the bereaved family.“Please take notice that in case the Commission does not receive a reply within the stipulated time, it may exercise the powers of Civil Courts conferred on it under Article 338 and issue summons for your appearance before the Commission,” the communication warned.

The move came two days after the tragic death of the 2001-batch IPS officer, whose body was found on October 7 at his Sector 11 residence in Chandigarh. According to police, he died of a self-inflicted gunshot wound, reportedly using his service revolver. His wife, Amneet P Kumar, a senior IAS officer, was in Japan at the time as part of an official delegation led by Haryana Chief Minister Nayab Singh Saini.

Family Alleges Conspiracy and Caste-Based Harassment

After returning from Japan, Amneet P Kumar filed a formal complaint with the Chandigarh Police on October 8, naming Haryana DGP Shatrujeet Singh Kapur and Rohtak SP Narendra Bijarnia as responsible for driving her husband to take the extreme step.

In her complaint, filed under Section 108 of the Bharatiya Nyaya Sanhita (BNS) and relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, Amneet alleged that her husband had been “subjected to sustained mental harassment, humiliation, and caste-based discrimination.” “My husband had learnt and intimated to me that a conspiracy was being hatched at the behest of DGP Shatrujeet Singh Kapur to implicate him in a fabricated case falsely,” she wrote.

“Just before his death, on Kapur’s directions, a false FIR (No. 319/2025) under Section 308(3) BNS was registered at Rohtak’s Urban Estate police station against his staff member, Sushil. This was part of a well-planned conspiracy to defame and mentally destroy him,” the complaint added. Despite her detailed submission and the existence of a nine-page suicide note, no FIR has yet been registered by the Chandigarh Police, even 48 hours after the complaint.

Suicide Note Mentions Systemic Harassment

In his suicide note, Y Puran Kumar directly named the two senior officers, alleging “continued harassment, caste-based discrimination, and humiliation.” “DGP Shatrujeet Singh Kapur continues to harass me by instigating SP Narendra Bijarniya to malign my name and reputation through actions and inactions. Despite specific reports I sent to the DGP, no action was taken. I can no longer bear this continued conspiracy of caste-based discrimination, public humiliation, targeted mental harassment, and atrocities, and hence my final decision to end it all,” the note reads.

The case has drawn sharp reactions from political and social quarters. Congress president Mallikarjun Kharge called the incident “a horrifying reflection of social injustice and the BJP’s entrenched Manuwadi system.”
Former Chief Minister Bhupinder Singh Hooda and Congress MP Kumari Selja have also demanded a high-level and impartial probe, saying no accused should be spared and the truth must come out transparently.

Meanwhile, Amneet P Kumar has written to Chief Minister Nayab Singh Saini, demanding the immediate registration of an FIR and the suspension of the accused officers, asserting that the family would not perform the final rites until justice is initiated.
