Chandigarh:The Punjab Cabinet, chaired by Bhagwant Singh Mann, on Monday approved a raft of administrative and governance reforms aimed at simplifying citizens’ daily interactions with the state government and improving service delivery at the grassroots.

Administrative Ease: New Tehsil and Sub-Tehsil

To bring government services closer to people, the Cabinet approved the upgradation of Banur sub-tehsil into a full-fledged tehsil in Mohali district and the creation of Hariana as a new sub-tehsil in Hoshiarpur. The Chief Minister’s Office said the move would reduce long-distance travel for routine official work and ensure faster access to revenue and administrative services.

Digital Push in Land Revenue Laws

In a major step towards paperless governance, the Cabinet cleared amendments to the Punjab Land Revenue Act, 1887, modernising the appeals process and granting legal sanctity to digital land records and digital signatures. The reforms are aimed at cutting down unnecessary litigation, preventing harassment of non-litigants, and enhancing transparency in land administration.

Relief for Special Teacher Educators

Addressing a long-pending demand, the Cabinet approved a one-time relaxation in the upper age limit for contractual Special Teacher Educators working under Samagra Shiksha, enabling their regularisation in the Department of School Education. The decision is expected to ensure continuity of inclusive education for Children with Special Needs, without imposing any additional financial burden on the state exchequer. The Cabinet decisions, officials said, reflect a clear shift towards citizen-first, service-oriented governance, combining administrative decentralisation, digital reforms and social sector support.
