Rs 15 Lakh Interest-Free Loan to Haryana PACS: HM Amit Shah and CM Saini Announces Major Cooperative and Farmer-Centric Initiatives

Chandigarh: Union Home and Cooperation Minister Amit Shah on Wednesday announced a series of significant initiatives for Haryana, underlining the Centre’s push to strengthen cooperatives, boost farmer incomes and deepen rural prosperity. The announcements were made at the Mega Cooperative Conference held in Panchkula, which Haryana Chief Minister Nayab Singh Saini also attended.

Addressing the gathering as the chief guest, Amit Shah digitally inaugurated several cooperative-sector projects from Panchkula, including a milk chilling centre at Salempur in Bhiwani district, a HAFED flour mill at Jatusana in Rewari district, and the IYC portal developed by the Ministry of Cooperation. He also distributed RuPay Platinum debit cards to beneficiaries of Haryana State Cooperative Banks. He handed over registration certificates to the presidents of two newly established Multi-Purpose Primary Agricultural Credit Societies (M-PACS) set up by KRIBHCO. An annual publication on IYC-related activities, prepared by KRIBHCO, was also released.

Praising Chief Minister Nayab Singh Saini’s leadership, Amit Shah said Haryana has emerged as a national model of farmer-centric governance. “The biggest achievement of Nayab Singh Saini is that he has given Haryana’s farmers a reason to smile,” Shah said, calling it the CM’s most significant accomplishment. He highlighted Haryana’s decision to procure all 24 crops at Minimum Support Price (MSP), noting that it is the first state in the country to take such a step.

The Union Minister said the state has also set new benchmarks by ensuring payment to farmers within 48 hours of procurement and by offering the country’s highest sugarcane prices, creating positive pressure on other states to follow suit. He further lauded Haryana’s water management efforts, including 85 per cent subsidies under the “Per Drop, More Crop” scheme and the construction of over 2,000 Amrit Sarovars.

Amit Shah emphasised that while Haryana contributes significantly to industry, GST and income tax, the actual test of governance lies in farmer welfare. He expressed confidence that under the Prime Minister’s vision of “Sahkar se Samriddhi”, Haryana would continue to strengthen its position among India’s leading states.

Addressing the conference, Chief Minister Nayab Singh Saini announced a significant boost to grassroots cooperatives, stating that Primary Agricultural Credit Societies (PACS) in Haryana will now be eligible for interest-free loans of up to Rs 15 lakh from cooperative banks. The state government will provide a 10 per cent interest subvention to PACS that repay loans on time.

The Chief Minister said Haryana would be among the frontrunners in implementing the National Cooperative Policy–2025, which places farmers, milk producers, rural women and weaker sections at the core of cooperative development. He described the creation of the Ministry of Cooperation in 2021 as a historic step that has infused new energy into India’s cooperative movement.

Reaffirming the state’s commitment, Saini said strengthening cooperatives is key to achieving the goal of “Developed India, Developed Haryana”, adding that cooperation, rooted deeply in India’s social fabric, has emerged as a powerful driver of transformation in agriculture and the rural economy.
