Stage Set for Haryana Assembly’s Session from December 18; Opposition Gears Up to Corner Saini Government

Chandigarh:  With the Haryana Legislative Assembly’s winter session set to begin on December 18, the Opposition has sharpened its strategy to mount an aggressive political and legislative offensive against the BJP-led Nayab Singh Saini government, signalling a stormy session ahead.

The Congress Legislative Party (CLP) on Tuesday decided to move a no-confidence motion against the government, accusing it of misgovernance, misuse of official machinery and failure to address core public concerns. The decision was taken at a CLP meeting chaired by Leader of the Opposition Bhupinder Singh Hooda, which was also attended by Haryana Congress president Rao Narender Singh.

Congress Plans Multi-Pronged Attack

Briefing mediapersons after the meeting, Rohtak MLA BB Batra said the Congress would bring multiple adjournments and short-duration motions on issues ranging from governance failures to institutional breakdowns.

Among the key issues the party plans to raise are:

  • Dilapidated sports infrastructure, particularly in government sports complexes, following recent deaths of athletes due to faulty equipment

  • Allegations of fraudulent voters and misuse of government machinery during the formation of the BJP government

  • The deteriorating law and order situation

  • The long-pending Sutlej-Yamuna Link (SYL) canal dispute

  • Haryana’s claim over Chandigarh

  • Rising unemployment and alleged preference given to outsiders in government jobs by the Haryana Public Service Commission (HPSC)

Batra added that he had also moved a short discussion notice on saving the Aravalli range, citing unchecked mining and environmental degradation.

The Congress will further seek a discussion on alleged caste-based polarising statements made by BJP MPs and MLAs, which it claims are deepening social divisions in the state.

“A no-confidence motion will be brought against the government, and its misdeeds will be exposed on the floor of the House,” Hooda said.

MGNREGA Renaming, National Herald Case on Agenda

Rao Narender Singh said the Congress would also launch district-level protests against the Centre’s move to rename the MGNREGA scheme, terming it an attack on Mahatma Gandhi’s legacy.

The CLP meeting also welcomed the recent Delhi court order rejecting the ED chargesheet in the National Herald case, describing it as a vindication of the party’s stand. A condolence resolution was passed on the demise of veteran Congress leader Shivraj Patil and former MLA Sahib Singh Saini.

INLD Steps Up Legislative Pressure

Adding to the Opposition heat, Indian National Lok Dal (INLD) MLAs Aditya Devi Lal and Arjun Chautala have submitted a slew of notices for the winter session, focusing on governance lapses and public interest issues.

The two lawmakers have moved nine attention motions, seeking explanations from the government on:

  • Failure to act on the Supreme Court’s 2016 verdict in Haryana’s favour on the SYL canal

  • Rising crime and deteriorating law and order

  • Thousands of vacant teacher posts in government schools

  • A tenfold hike in tractor registration renewal fees

  • The deathswere  of two basketball players in November due to collapsing goalposts

  • Poor condition of sports facilities

  • Sharp rise in drug abuse and continued sale of banned Planokuf-D cough syrup

  • Alleged irregularities in paddy and millet procurement

  • The status of Chandigarh being handed over to Haryana

Data-Seeking Questions on Crime, Jobs and Agriculture

Aditya Devi Lal has also submitted four starred and two unstarred questions, seeking year-wise data (2019–2025) on murders, rapes, kidnappings, robberies, crimes against women, traders and the Scheduled Castes. He has sought details on:

  • Deaths due to drug abuse and action taken against the accused

  • Compensation paid under Pradhan Mantri Fasal Bima Yojana

  • Question paper leaks in HPSC exams

  • Number of operational and closed MSMEs

  • GST scams reported between 2019 and 2025

Arjun Chautala, meanwhile, has submitted questions on:

  • Total outstanding farm debt till 2025

  • Sanctioned and vacant posts in schools, colleges and the police department

  • Number of schools merged since 2019

  • Vacancies of doctors, nurses and paramedical staff

  • Long-term leasing of government land between 2014 and 2025

Stormy Session Ahead

With the BJP government facing a no-confidence motion, sustained questioning on crime, jobs, agriculture, education and federal issues, and coordinated Opposition pressure inside and outside the House, the winter session is expected to be high-voltage and confrontational, setting the political tone well ahead of the next Assembly elections.
