Chandigarh: Union Minister Manohar Lal Khattar on Thursday visited the family of senior IPS officer Y Puran Kumar, who was found dead with a gunshot wound at his residence in Chandigarh earlier this month. The Minister offered condolences to the officer’s wife, IAS officer Amneet P. Kumar, and expressed solidarity with the bereaved family.
Political leaders across party lines have already called on the family to pay their respects. Among them were Haryana Chief Minister Nayab Singh Saini, Leader of Opposition in the Lok Sabha Rahul Gandhi, Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, and Union Ministers Chirag Paswan and Ramdas Athawale.
According to family members, a bhog and antim ardas in memory of the 2001-batch IPS officer will be held at Gurdwara Sri Nada Sahib, Panchkula, on Sunday at noon.
Officer’s Death and Investigation
Y Puran Kumar, who was serving as Inspector General of Police, was found dead at his Sector 11 residence in Chandigarh on October 7. An eight-page note recovered from the scene detailed his alleged experiences of caste-based discrimination, harassment, and character assassination within the service.
The note reportedly named nine serving and one retired IPS officer, along with three retired IAS officers, including Director General of Police (DGP) Shatrujeet Kapoor and Superintendent of Police Narinder Bijarniya, as responsible for the mental anguish that drove him to take the extreme step.
At the time of the incident, Amneet P. Kumar was in Japan as part of a Haryana government delegation led by Chief Minister Saini. She returned to India on October 8 and lodged a formal complaint with the Chandigarh Police, demanding action against all those named in her husband’s “final note.”
Following her complaint, the Chandigarh Police registered an FIR under Section 306 of the IPC (abetment of suicide) and relevant provisions of the SC/ST (Prevention of Atrocities) Act.
Post-Mortem and Administrative Action
After initially withholding consent for the post-mortem for over a week, Amneet Kumar agreed to the procedure on October 15. A medical board at PGIMER, Chandigarh, examined the videography in the presence of a magistrate and ballistic experts. Kumar’s last rites were performed later that evening.
In the aftermath, SP Narinder Bijarniya was transferred out of Rohtak on October 11, while DGP Shatrujeet Kapoor was sent on leave two days later.
The incident has sent shockwaves through the civil and police administration, triggering widespread calls for a fair investigation and introspection on systemic issues within the service.
