Chandigarh: Three days after 2001-batch IPS officer Y. Puran Kumar was found dead of a gunshot wound at his Sector 11 residence here, his family has refused to conduct the post-mortem or cremation until the FIR is amended to name DGP Shatrujeet Kapoor and SP (Rohtak) Narender Bijarniya as accused. The family has also demanded that the sections in the FIR be altered to reflect “the actual crime committed.”
Chief Minister Nayab Singh Saini had personally assured the family of Puran that both officers would be sent on leave pending investigation. “He had said that a decision would be taken by 5 pm yesterday, but nothing has happened so far. The arrests can take place later, but the bare minimum — sending them on leave — must be done immediately,” a source close to a family member said.
The family maintains that Puran Kumar’s death was not a mere act of personal distress but the result of systemic harassment and pressure within the police hierarchy. They allege that senior officers ignored repeated pleas and complaints made by the officer before his death.
Haryana Minister Krishan Lal Panwar visited the bereaved family on Thursday, appealing to them to allow the post-mortem and cremation to proceed. However, the family declined to relent. “We have conveyed to the government through him that the two officers must first be sent on leave. The government knows what it needs to do if it truly stands with us in this tragedy,” said another family member.
The family’s firm stance has led to a tense standoff between the grieving relatives and the administration. The Chandigarh Police had earlier constituted a Special Investigation Team (SIT) to probe the FIR registered in connection with the case. The team has been directed to conduct a free, fair and time-bound investigation, following demands raised by representatives of the Scheduled Caste and Scheduled Tribe communities who met senior police officials earlier this week.
Meanwhile, the IAS Association has announced that it will hold a condolence meeting this evening to pay homage to the late officer. Sources said that Chief Secretary Anurag Rastogi, in his capacity as the head of the services, has also convened a meeting to review the situation and discuss the procedural aspects related to the case. As the deadlock continues, the family has reiterated that they will not proceed with the final rites until their demands are met and the government takes concrete action.
