CHANDIGARH: Claiming a steady improvement in the law-and-order situation in Haryana over the last several years, Director General of Police Ajay Singhal on Tuesday said the state had witnessed a continuous decline in overall crime, property offences and crimes against women and vulnerable communities.
Addressing a press conference at the Police Headquarters in Panchkula, the DGP said crime rates in Haryana declined by 0.7 per cent in 2023, 13.3 per cent in 2024 and by another 5.8 per cent so far in 2025. He added that the state had recorded a 9.8 per cent decline in crime during the last four months alone.
According to Singhal, property crimes, crimes against women and offences against Scheduled Castes and Other Backwards Classes had each reduced by around 5 to 7 per cent compared to previous years, which he described as evidence of “sustained and effective enforcement” by Haryana Police.
Dedicated Anti-Terrorist Squad to be Effective June Onward
The DGP announced that the Haryana government, under the leadership of Chief Minister Nayab Singh Saini, was establishing a dedicated Anti-Terrorist Squad (ATS) to tackle terror-related threats and organised criminal activity more effectively.
Special ATS police stations will be established in Panchkula and Gurugram for the investigation of terrorism-related cases, and the squad will be effective from June onward.
The ATS will be headed by an Inspector General of Police and supported by two to three Superintendents of Police responsible for administration, coordination and investigations. The squad will function in accordance with guidelines issued by the Ministry of Home Affairs.
Singhal said the specialised unit would be equipped with advanced technology and specially trained personnel and would become operational shortly.
‘Abhedya’ app helping curb extortion calls.
Highlighting measures against organised crime and cyber fraud, the DGP said Haryana Police’s mobile application “Abhedya” had received an encouraging response from the public.
The application was developed to counter extortion calls originating from foreign numbers and to strengthen cybercrime prevention.
According to Singhal, the app has already been downloaded by more than 1,000 users and has significantly enhanced citizens’ sense of security.
He further disclosed that the Special Task Force (STF) of Haryana Police had secured the deportation of 20 notorious criminals operating from abroad, thereby weakening gangster networks and reducing overseas extortion threats.
The DGP also appealed to media organisations to avoid glorifying gangsters through excessive coverage, photographs and repeated mention of their names on television, print and social media platforms.
Haryana tops the country in PIT-NDPS action.
Speaking on the state’s anti-drug campaign “Nasha Mukt Haryana”, Singhal described drug trafficking as a serious social threat and reiterated the police department’s commitment to dismantling narcotics networks.
He said dedicated anti-drug teams and a separate police force had been deployed to crack down on narcotics trafficking.
Under the “Uday Haryana” initiative, Chief Minister Nayab Singh Saini will personally conduct awareness campaigns across districts to motivate youth and the public to stay away from drugs.
The DGP also revealed that investigations had found the involvement of certain medical store operators in the illegal drug trade, and strict action had been initiated against them.
Importantly, Haryana has taken action against 150 repeat offenders under the PIT-NDPS Act, placing the state at the top position nationally in action under the law.
Rs 750 crore approved for police modernisation
Singhal announced that the Haryana government had approved Rs 750 crore over the next two years to modernise police infrastructure and strengthen technological capabilities under the Haryana Vision 2030 and 2047 framework.
The funds will be utilised for:
- Modernisation of police infrastructure
- Capacity building
- Technology upgrades
- Improved facilities for police personnel
Welfare measures for police personnel
The DGP said Haryana Police was also focusing on the physical and mental well-being of its personnel and their families.
Among the welfare measures announced were:
- Free health check-ups for personnel aged 35 years and above
- Electrolytes and essential support for officers deployed at checkpoints during the summer
- Exemption from checkpoint duty for personnel aged above 45 years
Singhal stressed that maintaining the mental health of police personnel was equally important to ensure efficient and positive policing.
Haryana ranked 14th after NCRB data analysis.
Referring to the latest National Crime Records Bureau (NCRB) crime data for 2024, Singhal claimed Haryana’s crime ranking was being misunderstood because several categories recorded in the state were not uniformly registered across India.
He pointed out that Haryana aggressively registers cases related to:
- Electricity theft
- Missing persons
- Elopement cases
while many states either register fewer such FIRs or categorise them differently.
According to NCRB 2024 data:
- Haryana registered 41,532 electricity theft cases, ranking second nationally
- Haryana registered 16,020 missing person cases, ranking first in the country
- Haryana also showed a very high number of cancelled FIRs — 25,707 — reflecting what the DGP termed “free registration of cases”
Singhal argued that after excluding such categories and cancelling FIRs, Haryana’s actual crime ranking improved significantly from fourth to 14th nationally.
He explained the recalculated ranking as follows:
- Excluding electricity theft cases: ranking improves from 4th to 9th
- Excluding missing persons cases as well: ranking improves to 10th
- Accounting for cancelled FIRs: ranking improves further to 14th
The DGP mentioned that the recalculated data aligned with the declining crime trend witnessed in Haryana since 2023.
