Haryana Reports 7,000 Murders, Over 11,000 Rapes Since 2019; Govt Touts ‘Zero Tolerance’ Policy

Chandigarh: Haryana has witnessed a disturbing surge in heinous crimes over the last six and a half years, with as many as 6,949 murders, 11,273 rapes (including gang rapes), and 23,954 kidnappings reported between January 1, 2019, and July 31, 2025, according to data tabled in the Legislative Assembly on Tuesday during the ongoing Monsoon Session.

The figures, presented in response to a query by INLD MLA Aditya Devilal (Dabwali), also revealed 844 cases of dacoity, 684 crimes against traders, and 8,716 crimes against Scheduled Castes (SCs) during the same period.

In total, 57,490 crimes against women — including rape, gang rape, kidnapping, molestation, dowry deaths, and offences under the POCSO Act — were reported in the state, painting a grim picture of women’s safety.

Chief Minister Nayab Singh Saini, who also holds the Home portfolio, said a total of 1,03,018 cases were registered, of which 95,723 (92.91%) have been solved, and 1,03,858 accused persons were arrested.

Defending the government’s record, Saini asserted that Haryana has adopted a “zero-tolerance policy against crime”, empowering law enforcement agencies with full autonomy. “This proactive stance has led to a range of initiatives aimed at ensuring safety and security for all citizens, while modernising the police force to meet evolving challenges,” he said.

The CM said manpower has been increased and specialised units formed to combat heinous and emerging crimes. A major component of this drive has been the Special Task Force (STF), constituted to target hardened criminals.

Between 2019 and July 2025, the STF arrested 2,482 individuals, including 633 most-wanted criminals, 407 gangsters, and 1,442 others involved in serious crimes. The number of annual STF arrests rose from 81 in 2019 to 404 in 2025 (till July), reflecting what Saini described as “growing operational efficiency and the successful dismantling of criminal networks.”

The government maintained that strict surveillance, increased manpower, and technology-driven policing are at the heart of its crime-control strategy. “We are determined to strengthen law and order and ensure that no criminal feels emboldened in Haryana,” Saini said.
